Approval to appoint under Contract Standing Order 8.02 for a supplier to deliver a festive event in partnership with the Tottenham Traders Partnership on Friday 3 December to Saturday 4 December 2021 using the New Homes Bonus grant and trader contributions.

The event will be delivered by The Christmas Decorators Ltd, to provide a Christmas Grotto for Friday 3rd and Saturday 4th December in a vacant market unit, and to dress the inside of the empty market stand and the overall Holcombe Market. The supplier will also install:

• Icicle lights down the full 22m length of the market in a zigzag format using approximately 65m of blue and white icicle lights and creating 5 zigzags in total
• Install a permanent catenary wire infrastructure that allows the use of bunting or other lightweight display items at other times of the year
• Display a wall motif on the wall of Santander that is 2.5m long x 76cm tall.

All permissions have been sought and approved.

These will be dressed to provide the atmosphere appropriate for visiting Santa. In addition, each location will be provided with a 3m x 3m winter grade pop-up gazebo to provide a covered area for Santa’s Elves, buggies, etc.

The total cost of the provision of these services is £74,945 excl. VAT and is funded through the ERDF Welcome Back Fund (£39,000 to be spent by end of March 2022) and the Future High Streets Fund (£35,945 to be paid in full in 2021/22).

The event will be delivered by Pickled Pepper Books Ltd, to provide Santa and Elves within Christmas Grottos, in the following town centres:

• Turnpike Lane – 2 December
• Tottenham (Holcombe Mkt) – 3-4 December
• Myddleton Road – 5 December

The event will involve a Storytime with Santa, on the hour, for up to 15 children, followed by a meet and greet with Santa. Every child receives an age-appropriate wrapped book, carefully selected for quality. Elves will assist with drumming up interest and creating a spectacle on the day.
Pickled Pepper Books previously ran an in-house, socially distanced grotto, every weekend in December 2020. The aim is to improve children’s literacy skills at this popular time of year in a fun environment.

The lights will be delivered by Xcentric Events Ltd, to be placed in the following town centres:
• Green Lanes
• Turnpike Lane
• Tottenham

These will be 60 warm white or multi coloured fairy lights shop kits for traders to install in their windows. Each kit comprises:
• 2 x 10m dual colour connectable string lights each with 100 LED bulbs
• 1 x 31v transformer with a 2m long power lead

Price per kit is £41.50 which is £2,490 for 60.
