The Chair will consider the admission of any late items of urgent business (late items will be considered under the agenda item where they appear. New items will be dealt with as noted below).   

To consider any requests received in accordance with Part 4, Section B, Paragraph 29 of the Council’s Constitution.

To approve the minutes of the previous meeting.

To provide comments to the Cabinet Member on this budget and policy framework document.

The quarterly budget report will be considered at Cabinet on 17^th September and further considered by the Overview and Scrutiny Committee on the 19^th September.

Overview and Scrutiny will take a detailed strategic analysis of this report and the and the responsibility of this Panel will be considering service specific pressures and those relating to the Directorate budget.

The Chair of the panel will follow up on discussions held at the informal OSC and the service areas of specific concern.

The Panel will be checking that performance of service areas is deliverable within the available budget; and there are the financial resources available to deliver a recognised service standard that may have been set either by the Council or may be set out in statute.

This report is being considered at Cabinet on 17^th September and Overview and Scrutiny on 19^th September therefore the consideration is limited to the terms of reference of the Panel.

The panel is asked to consider the draft scope from the meeting in March 2025 and the proposed project plan for their review of the Walking and Cycling Action Plan.

To consider the June 2025 progress update of the Walking and Cycling Action Plan and the Streets for People Investment Plan.

This paper provides details of the draft work programme for 2025/26 for consideration by the committee.

To consider any items admitted at item 3 above.
