The Chair will consider the admission of any late items of urgent business.  (Late items will be considered under the agenda item where they appear. New items will be dealt with at item 8 below).

DECLARATIONS OF INTEREST:

A member with a personal interest in a matter who attends a meeting of the Authority at which the matter is considered must disclose to that meeting the existence and nature of that interest at the commencement of that consideration, or when the interest becomes apparent.

 

A member with a personal interest in a matter also has a prejudicial interest in that matter if the interest is one which a member of the public with knowledge of the relevant facts would reasonably regard as so significant that it is likely to prejudice the member’s judgement of the public interest.

Councillor Peacock, Chair, informed the Sub-Committee that she had sat on the previous sub-committee that heard an application from the Polish Food and Wine, Item 6 on the Agenda.

The sub-committee agreed to the signing off two sets of minutes before the Licensing Sub-Committee B – 19 September 2006 and 3 October 2006 - subject to the agreement of the Licensing Committee members who sat on those hearings but were not present at this meeting.

POLISH FOOD AND WINE, 78A Tottenham High Road N17 (Seven Sisters ward): pdf icon PDF 3 MB

To consider an application to provide a licensable activity in the form of the sale of alcohol.

 

Minutes:

RESOLVED

 

The Committee decided to grant the application subject to the following conditions:

 

(i)                 The mandatory statutory conditions under section 19 of the Licensing Act 2003.

 

(ii)               That the licence holder complies with the provisions of the Operating Schedule.

 

(iii)             That two CCTV cameras be positioned to cover the premise’s exterior to the satisfaction of the licensing service in respect of the positioning of these. This was in order to prevent public nuisance, and promote public safety.

 

(iv)              That the licence holder cooperates to install a metal gate to the allyway adjacent to 1 Wargrave Avenue, in order to prevent public nuisance.

 

(v)                That alcohol shall only be sold to individuals able to produce valid proof of age by means of a:

 

·        Passport

·        European Union Photo Driving Licence

·        Proof of Age Standard Card

·        Home Office Citizen Card.

 

(vi)              That prominent, clear and legible notices – in English and Polish – be displayed at all exits requesting the public to respect the needs of local residents and to leave the premises and the area quietly.
