DECLARATIONS OF INTEREST:

A member with a personal interest in a matter who attends a meeting of the Authority at which the matter is considered must disclose to that meeting the existence and nature of that interest at the commencement of that consideration, or when the interest becomes apparent.

 

A member with a personal interest in a matter also has a prejudicial interest in that matter if the interest is one which a member of the public with knowledge of the relevant facts would reasonably regard as so significant that it is likely to prejudice the member’s judgement of the public interest.

Minutes:

The Chair invited the Legal Services officers, Terence Mitchison, to explain the reason for the Item 5. Mr Mitchison explained that having spoken to the family concerned, they had agreed to discussion about their representation to be in the open part of the meeting, but would inform the Chair if they thought the discussion ought to go into private session.

To consider an application to vary a premises license to allow for regulated entertainment and late night refreshments.

RESOLVED

 

The Committee decided to grant the application as amended and subject to the following conditions:

 

(i)                 The Mandatory Statutory conditions under section 19 of the Licensing Act 2003.

(ii)               That the license holder complies with the provisions of the Operating Schedule, and those set out by the London Fire and Emergency Planning Authority.

(iii)             The removal of the speakers to the wall adjacent to 130 Highgate High Street.

(iv)              That noise or vibration does not emanate from the premises so as to cause a nuisance to nearby properties. This to be achieved by way of sound limiters installed in consultation with and to the satisfaction of the Council’s noise team.

(v)                That prominent, clear and legible notices are displayed at all exits requesting clientele and staff to respect the needs of local residents and to leave the premises and area quietly.

Residents are reminded of their statutory right to seek as review of this license after six months. Details on how to do this area available from the licensing service.
