Declarations of Interest A member with a disclosable pecuniary interest or a prejudicial interest in a matter who attends a meeting of the authority at which the matter is considered:

CHILDREN MISSING FROM HOME AND CARE - SCRUTINY REVIEW UPDATE PDF 167 KB To note the update on the Children Missing from Home and Care Scrutiny Review. Additional documents: Minutes: Elaine Redding - Assistant Director, Children & Families – introduced the report as set out.
There were some remaining challenges, the main one being that there were still some placements 20 miles out of Haringey as there were not enough in-house foster carers.
The service aims to recruit 30 new foster carers this year.
New legislation means that children on remand were now considered to be ‘Looked After Children’ – this also had an impact on the Local Authority.
The following was provided in response to questions from the Committee: · With regards to placing children outside of the borough, work was being carried out to raise awareness and meet the diverse needs of Haringey. · Once a missing child had been found and brought back into the system, interviews were carried out to help understand the triggers and what could be done to support the child in the future. · All foster carers had a link social worker who was in place to help the carers.
AGREED: An update on Troubled Families would be provided to the relevant Scrutiny Panel in 2014/15.

Reflections on the past year and 2014/15 work programme ideas Additional documents: Minutes: Councillor Winskill made the following comments: · The huge workload of the Panels over the past year, had been achieved with fewer Scrutiny Officers than before and noted that the high workload needed to be addressed. · Budget Scrutiny needed to be revisited to ensure that it added value to the budget setting process. · The value which OSC can add needed to be recognised more widely.
Councillor McNamara requested that at the next meeting between OSC and Cabinet that the scrutiny model be looked at, with a comparison to other boroughs – how many panels, how many members etc.
Members of the Committee placed their thanks on record to Martin Bradford, Rob Mack and Melanie Ponomarenko for their work over the past year.
AGREED: Scrutiny Officers would revisit an earlier piece of work they had done on scrutiny models across London. |
