A member with a personal interest in a matter who attends a meeting of the authority at which the matter is considered must disclose to that meeting the existence and nature of that interest at the commencement of that consideration, or when the interest becomes apparent.

A member with a personal interest in a matter also has a prejudicial interest in that matter if the interest is one which a member of the public with knowledge of the relevant facts would reasonably regard as so significant that it is likely to prejudice the member's judgment of the public interest and if this interest affects their financial position or the financial position of a person or body as described in paragraph 8 of the Code of Conduct and/or if it relates to the determining of any approval, consent, licence, permission or registration in relation to them or any person or body described in paragraph 8 of the Code of Conduct.

(Report of the Director of the Children and Young People’s Service – To be introduced by the Cabinet Member for Children and Young People): To present the arrangements for admission to community nursery classes, primary, junior and secondary schools and to St. Aidan’s Voluntary Controlled School for the 2012/13 academic year; and to present arrangements for admission to sixth form for the 2012/13 academic year.

(Report of the Director of Adult, Culture and Community Services  – To be introduced by the Cabinet Member for Adult and Community Services): To provide a final report on the outcomes of the 3 year programme of transformation; an outline of the changes to the overall organisational and management structure of adult social care; and an implementation plan post Aprill 2011 required to deliver personal budgets.

(Report of the Director of Adult, Culture and Community Services – To be introduced by the Cabinet Member for Adult and Community Services): To describe the proposal to re-design of the Supporting People programme from April 2011 to March 2014 and to achieve improved value for money savings and to deliver on strategic developments to ensure continued support to the residents of the borough.

(Report of the Director of Adult, Culture and Community Services – To be introduced by the Cabinet Member for Adult and Community Services): To review current arrangements for funding and provision of parks services in the borough; to consider the range of options for future service provision and delivery and decide the way forward; and to outline specific proposals to implement the approved budget reduction.

(Report of the Director of Urban Environment – To be introduced by the Cabinet Member for Neighbourhoods): To inform Members of the feedback to statutory notification of the Council’s intention to increase pay and display charges and the outcome of the additional assessment of the likely impact on town centres; and to set out the response to this feedback for consideration prior to making a decision on whether to proceed to give statutory notification of the increase in charges for pay and display parking.

(Report of the Director of Urban Environment – To be introduced by the Cabinet Member for Neighbourhoods): To report the feedback received during informal consultation for a review of the Finsbury Park and Finsbury Park A Controlled Parking Zones (CPZ’s) and to seek authorization to proceed to statutory notification for the creation of a new CPZ.

(Report of the Director of Urban Environment – To be introduced by the Cabinet Member for Housing): To seek approval for the Homes for Haringey Business Plan for 2011-16 which sets out the vision, strategic aims and objectives as well as the organisation’s improvement, performance and finance strategy.
