Reason for urgency:
The contract being delivered by ARK is due to expire 31st March 2025. Initial advice was to undertake a waiver and award for the contract; however following further procurement review, this approach was deemed non compliant. Given the contracts expiry and the need to maintain service continuity , an urgent decision is required to approve contract extension to prevent service disruption.

The report requires General Exception to go to Cabinet on 18 March 2025, in order for urgent works to begin to preserve planning on two sites that are soon due to expire and to also allow budget to pay for fee's for services.
