The purpose of these three advocacy specialist services is to fulfil the statutory obligation of the London Boroughs of Barnet, Enfield and Haringey for the provision of a high quality : (1) IMHA service to meet the Councils’ statutory duties under section 43 of the Health and Social Care Act 2012 to make arrangements to enable “independent mental health advocates” to be available to support qualifying patients in accordance with section 130A of the Mental Health Act; (2) specialist independent mental capacity advocacy (IMCA) and Care Act service to people identified as coming under the remit of the Mental Capacity Act 2005. Also, to provide LPS/IMCA services in relation to the Liberty Protection Safeguards (LPS) as set out in the Mental Capacity (Amendments) Act 2019; and (3) IHCAS service in order to fulfil the requirements of the Health and Social Care Act 2012 which placed a duty on Local Authorities to commission a local Independent Health Complaints Advocacy Service.
