National permitted development rights legislation allows offices to change use to residential without the need for planning permission and instead only a ‘prior approval’ process applies which can only consider a narrow range of criteria. The proposed Article 4 Direction, for defined areas in the borough, would remove these permitted development rights to require a normal planning application to be submitted and considered in the normal way.
