The Council has a statutory requirement to produce and approve Conservation Area Character Appraisals under Section 71 of the Planning (Listed Buildings and Conservation Areas) Act 1990. They are required to interpret and aid the implementation of approved development plan policies for the preservation and enhancement of conservation areas. This report is asking Cabinet to approve the draft Character Appraisal for Highgate Conservation Area to go out to public consultation for a period of six weeks. The appraisal will provide a sound basis, defensible on appeal, to implement the Council’s approved conservation development plan policies, to inform development management decisions and to provide general guidance for residents and developers on specific conservation issues.
