Council new build housing feasibility and Housing Revenue Account (HRA) site appraisals

To inform Cabinet of the outcome of a feasibility study into developing a council house new build programme on HRA land and to identify potential HRA sites that are able to support such a programme. The report will advise Members of the issues involved in a council new build programme including availability of funding and potential need to invest land at nil value, and seek a decision on how to proceed.
