From April 1st 2010, local authorities became responsible for commissioning the 16-19 learning programmes offered by providers, including schools, colleges and independent (work based) training providers in their area. Funding for this commissioned provision is now routed from the Young People’s Learning Agency (YPLA) through local authorities to providers.
