Arrangements for Job Share of Cabinet Member portfolio role for Health and Social Care Report of the Democratic Services and Scrutiny Manager. Minutes: The Democratic Services and Scrutiny Manager introduced the report. The rationale for the report was outlined.
It was explained that the provision outlined in the report would allow for the implementation of the six-month job share role for the portfolio role for health and social care.
RESOLVED:
That the Leader of the Council:
1.
Confirmed that Cllr Tehseen Khan is the
decision-making Cabinet portfolio holder for Adults and Health and
hold the portfolio responsibilities outlined at paragraph from the
21st of May to the 24th of November. 2.
Confirmed that Cllr Hannah Ward is the
non-decision-making Cabinet portfolio holder for Adults and Health
taking forward an advisory and non-decision-making role between the
21st of May 2026 to 24th of November
2026. 3.
Confirmed that Cllr Hannah Ward is the
decision-making Cabinet portfolio holder for Adults and Health and
hold the portfolio responsibilities outlined at paragraph 6.3 from
the 24th of November to the 17th of May 2027 4.
Confirmed that Cllr Tehseen Khan is the
non-decision-making Cabinet portfolio holder for Adults and Health
taking forward an advisory and non-decision-making role between the
24th of November 2026 to the 17th
of May 2027. 5. Noted the voluntary special responsibility allowances allocation.
Reasons for decision
The allocation of the non-decision maker role was, advisory and by its definition meant that the council was adhering to the maximum 10 decision making portfolio roles in Cabinet.
To meet governance and constitutional requirements, as well as Article requirement for the Leader to maintain setting out which individual Cabinet members, Committees of the Cabinet or officers were responsible for the exercise of particular Cabinet functions.
Alternative options considered
To not have a non-decision maker role allocation; but this would mean that there was no reference point or clarification point on how the job share would work and meet the constitutional requirements of executive functions.

Report of the Committees Manager. Additional documents: Minutes: The Committees Manager introduced the report. The rationale for the report was outlined.
RESOLVED:
That the Leader of the Council:
1. Agreed the appointment of Members to the Corporate Parenting Advisory Committee and Community Safety Partnership as set out within Appendix A.
Reasons for decision
Establishing a Corporate Parenting Advisory Committee ensured that there was an overview of the Councillors statutory role as a corporate parent, assisting the Council to deliver its duties to children in care and young people leaving care.
Appointments from Cabinet were required to the Community Safety Partnership to reflect statutory duties and enable high level, accountable, strategic, oversight of issues relating community safety.
Alternative options considered
Not applicable as the Cabinet had already agreed to establish the Corporate Parenting Advisory Committee.
The Community Safety Partnership was a statutory partnership body and therefore not appointing Cabinet Members to this body was not an option.
