DECLARATIONS OF INTEREST

A member with a personal interest in a matter who attends a meeting of the authority at which the matter is considered must disclose to that meeting the existence and nature of that interest at the commencement of that consideration, or when the interest becomes apparent.

 

A member with a personal interest in a matter also has a prejudicial interest in that matter if the interest is one which a member of the public with knowledge of the relevant facts would reasonably regard as so significant that it is likely to prejudice the member's judgment of the public interest and if this interest affects their financial position or the financial position of a person or body as described in paragraph 8 of the Code of Conduct and/or if it relates to the determining of any approval, consent, licence, permission or registration in relation to them or any person or body described in paragraph 8 of the Code of Conduct.

Shared Services Between the London Boroughs of Haringey and Waltham Forest pdf icon PDF 3 MB

(Report of the Assistant Chief Executive) The report sets out the proposals for a shared Regulatory Service between the London Boroughs of Haringey and Waltham Forest following consultation with staff affected and the Trade Unions.

Minutes:

The Cabinet Member for Environment received a report seeking approval to establish a joint regulatory service between the London Borough of Haringey and Waltham Forest . The report also advised that the decision on the staffing structure of Phase 1 of the shared regulatory service would be referred to Corporate Committee on 23 January 2012 and that implementation of the proposals would require further decisions of the Council and / or the executive to delegate the statutory functions covered by the joint service.

 

It was noted that the principal of a joint service had previously been agreed by the Cabinet, and that the decision sought by this report was regarding a specific aspect of the proposal only. Changes were made to the proposals as a result of consultation with staff affected and the Trade Unions. The Cabinet Member asked about the views expressed by staff and the Trade Unions, and how these had been taken into account as part of the proposals, and the Head of Neighbourhood Services gave details of the changes made in response to the feedback from staff and the Trade Unions, particularly in respect of ring-fences applied to particular posts, as set out in the report. It was noted that final decisions regarding the location of certain posts would depend on the outcome of the appointment process for those posts.

 

RESOLVED

 

i)                    That the establishment of a joint regulatory service between the London Boroughs of Haringey and Waltham Forest be agreed for the regulatory services as set out in Appendix 3 to the interleaved report, having taken into account the consultation (appendix 1) and the EQIA (Appendix 2).

 

ii)                  That it be noted that the decision on the staffing structure of Phase 1 of the shared regulatory service is being referred to the Corporate Committee on 23rd January 2012.

 

iii)                That in be noted that the implementation of the shared regulatory services proposals will require further decisions of the Council and / or the executive to delegate the statutory functions covered by the joint service.
