The background to the report was the in principle approval granted by Cabinet in July 2011 for the Council to enter into a legally binding Inter Authority Agreement (IAA) with the North London Waste Authority (NLWA) and six other constituent boroughs.

 

The report sought approval for changes to the system by which Household Waste Recycling Centres costs would be levied by NLWA to the constituent boroughs and recommended a change to the current system for the period 2012/13 to 2016/17. It was noted that approval for this was being sought in advance of a decision on execution of the IAA as a statutory deadline of 31 January 2012 had been imposed on constituent boroughs to agree the proposed changes to ensure they would be in place from the start of the new financial year. Cabinet had delegated the final decision relating to the execution of the IAA to the Leader of the Council following the collective agreement of final terms and conditions.

 

 

RESOLVED

·      That approval be granted for the proposed amendments/changes to the default levy by the North London Waste Authority (NLWA), as detailed in appendix one of the interleaved report, and which shall apply, subject to the agreement of all seven constituent boroughs, with effect from 1 April 2012 and thereafter until such time as a further resolution is agreed by the seven constituent authorities of the NLWA (including Haringey) further amending the agreement.
