Declarations of interest

A member with a disclosable pecuniary interest or a prejudicial interest in a matter who attends a meeting of the authority at which the matter is considered:

 

(i) must disclose the interest at the start of the meeting or when the interest becomes apparent, and

(ii) may not participate in any discussion or vote on the matter and must withdraw from the meeting room.

 

A member who discloses at a meeting a disclosable pecuniary interest which is not registered in the Register of Members’ Interests or the subject of a pending notification must notify the Monitoring Officer of the interest within 28 days of the disclosure.

 

Disclosable pecuniary interests, personal interests and prejudicial interests are defined at Paragraphs 5-7 and Appendix A of the Members’ Code of Conduct

Minutes:

The Cabinet Member for Employment, Skills, and Corporate Services considered the report which sought the decision for the continuation of funding to Jacksons Lane of £110,000 a year for a further five years, covering the period until financial year 2026/2027.

 

The Cabinet Member RESOLVED

 

To approve the continuation of the grant funding of the sum of £110,000 annually to Jacksons Lane starting from financial year 2022/23 for a five-year period running to 2026/2027.

 

Reasons for decision

 

The decision is being put forward for consideration for the following reasons.

 

Jacksons Lane is a key cultural provider in the London Borough of Haringey and requires a revenue contribution to its core staffing and service delivery costs in order to deliver its outcomes. The revenue contribution from the Council supports the centre’s National Portfolio Organisation (NPO) status and attracts match funding from the Arts Council meaning that for each year between 2018/22 Jacksons Lane attracted additional funding of £129,742. The role of NPOs is to act as leaders in their areas, with a collective responsibility to protect and develop the national arts and cultural ecology. Jacksons Lane is due to submit its repeat application for NPO status in April 2022.

 

The funding will enable the delivery of cultural outreach programmes for older adults, children and young people across the borough, reaching communities who are not always able to access an arts and culture offer. In order to operate in this way, the organisation has established excellent partnership working with a range of partners to support its service delivery.

 

Jacksons Lane actively supports borough-wide initiatives such as Haringey Creates, Cultural Impact Award and Culture Board and the contribution to Jacksons Lane core activities will assist Haringey Council’s delivery of its Borough Plan objectives as set out in Section 7. In addition, Jacksons Lane directly provides world class arts and culture in Haringey, particularly in the area of mime and circus art.

 

Jacksons Lanes’ activities ensure that a significant return is made on the local authority’s investment, including capital, through contributing to the local economy and attracting a wide range of external funding.

 

Alternative options considered

 

Jacksons Lane are a Haringey based venue, the services that they provide cannot be provided in an alternative manner and therefore there were no other viable alternatives.
