Housing Infill Programme (Phase 1A) The report will seek Leader approval to enter into three separate Pre-Construction Services Agreements and three separate Design and Build Contracts with the preferred contractor to deliver three separate contracts A, B and C of the Housing Infill Programme (Phase 1A).
The report will also seek Leader approval to issue a letter of intent to the preferred contractor for each of the three separate contracts A, B and C, prior to issuance and execution of the PCSA, for the value of 10% of the PCSA contract price. Additional documents: Minutes: A report was tabled seeking Leader approval to enter into three separate Pre-Construction Services Agreements (PCSA), for each of the separate contracts A, B and C, to provide pre-construction services at the agreed tendered values set out in Section 6, and Part B of the report.
The report also sought Leader approval to award three separate Design and Build Contracts, to the preferred contractor for each of the separate contracts A, B and C within the agreed maximum budget set out in Part B of the report. Leader approval was also requested to delegate to the Director of Regeneration, Planning and Development the execution of all necessary documentation and agreements after resolution of the second stage of the two stage tender process, subject to the contracts remaining viable and remaining within the approved maximum budget.
The report further sought Leader approval to issue a letter of intent to the preferred contractor for each of the three separate contracts A, B and C, prior to issuance and execution of the PCSA, for the value of 10% of the PCSA contract price.
In order to meet the GLA’s funding requirements, a formal construction contract needed to be in place by the end of March 2015. Practical completion needs to be achieved by 31 March 2017in order to meet drawdown and funding requirements.
RESOLVED
That the Leader:
I). Noted the procurement and tender evaluation process undertaken and outcome of the process in sections 5 and 6 of the tabled report; and
II). Granted approval to entering into a PCSA with the preferred contractor Borras Construction Limited for each of the separate contracts A, B and C, to provide pre-construction services at the agreed tendered values set out in section 6, and Part B of the report; and
III). Approved issuing a letter of intent to the preferred contractor for each of the separate contracts A, B and C, prior to issuance and execution of the PCSA, for the value of 10% of the agreed PCSA contract price; and
IV). Approved that award of a design and Build Contract to the preferred contractor for each of the separate contracts A, B and C within the maximum construction contract budget set out in Part B of the report: and
V) Delegated authority to the Director of Regeneration, Planning and Development, following consultation with the Chief Financial Officer to confirm that the projects remain viable and remain within the maximum construction contract value, to authorise the execution of all necessary documentation and agreements required to implement this decision; and
VI) Endorsed the next steps of the programme, as set out in section 7 of the report
