(Report of the Assistant Director of Planning) To seeks approval for the adoption of the North Tottenham THI Sub Area Conservation Area Appraisal (CAA) and the North Tottenham THI Sub Area Management Plan (CAMP).

Minutes: The Cabinet Member for Planning was asked to approve the adoption of the North Tottenham THI Sub Area Conservation Area Appraisal (CAA) and the North Tottenham THI Sub Area Management Plan (CAMP). The Cabinet Member for Planning was advised that the CAA & CAMP were prepared specifically to accompany the Council’s bid to the Heritage Lottery Fund (HLF) for a Townscape Heritage Initiative (THI) scheme for a part of the North Tottenham Conservation Area. Conditions of the bid submission require the adoption of a CAA and CAMP by the Council.
The AD for Planning explained the tabled report and drew the Cabinet Member’s attention to paragraph 2.6 which stated that a number of amendments have been made to the CAMP. It was noted that these amendments have been designed to achieve consistency with other Council strategies and publications.
The AD for Planning explained the strategic context of the recommendation as outlined in section 5 of the report. The AD for Planning also drew attention to the fact funding for the Townscape Heritage Initiative scheme compromised a £1.5m bid from the HLF, a contribution from owners, and a £500,000 contribution from the Council. The CAMP identifies the need for improvements in the fabric of shops and buildings as a key objective. It was noted that the bid submission was actually agreed at Cabinet Member signing on the 20th November not at Cabinet on the 18th November as stated in the report, this was an error. At the Cabinet Member Signing on the 20th November the bid submission was approved for consideration by HLF and delegated authority given to the Director of Regeneration, Planning & Development, to accept the bid on notification of success.
The AD for Planning drew the Cabinet Member’s attention to paragraph 5.10, pointing out that a number of amendments had been made to the CAMP following the consultation exercise which did not affect the substance of the documents consulted upon but had been included specifically to achieve consistency of terminology and expression, with the High Road West Masterplan and the emerging Tottenham Area Action Plan
It was noted that no finance issues or equalities issues have been identified in relation to the bid.
It was also noted that this was a non-Key Decision.
RESOLVED
I).That approval for the adoption and publication of the North Tottenham THI Sub Area Conservation Area Appraisal (CAA) and Management Plan (CAMP) was given by the Cabinet Member for Planning.
