6. THE EXTENSION OF THE CCTV MAINTENANCE CONTRACT

RESOLVED:
For Cabinet, pursuant to Contract Standing Order (CSO) 18.02.2 and CSO 2.01(d) to approve the extension of the contract for the provision of maintenance services to TYCO Fire & Integrated Solutions (UK) Limited t/a TYCO Integrated Fire & Security [TYCO] for one year from the 1 December 2025 to 30 November 2026 up to the value of £900k bringing the total value of the contract to £2,736,668. A recharge will be calculated subject to the number of cameras and proportionality of associated costs. apportioned, between the parking service and community safety. Last year 25% of costs were recharged to Community Safety account.
Reasons for decision
The contract for the maintenance of the Council’s CCTV Equipment awarded to TYCO Fire & Integrated Solutions (UK) Limited t/a TYCO Integrated Fire & Security [TYCO) will end on 30th November 2025.
The Council allocated funding for a new purpose-built CCTV control room and the upgrade and expansion of CCTV cameras in 2021 This resulted in the award of a separate contract for the provision of CCTV control room equipment and cameras. A decision was taken at that time to tender those services separately, to ensure more competition and offer a wider range of suppliers the opportunity to submit tendered bids. This contract was awarded for a period of 5 year and comes to an end in February 2027.
Tendering for one integrated contract for the supply and maintenance of CCTV equipment is the option preferred to ensure efficiencies and value for money.
The extension of this contract is therefore required to ensure service maintenance continuity, while we align the expiry of both contracts as closely as possible
Alternative options considered
Doing nothing – Not having a CCTV maintenance contract runs the risk of infrastructure failure and loss of CCTV capability. Risks associated with failure include loss of public and key stakeholders’ confidence, increased crime and disorder, failures in traffic management and loss of related income.
Re-procure the contract now – As the current contract is due to expire on 30th November 2025, this option would result in a period where the Council would not be able to maintain its CCTV infrastructure. The risks associated are the same as those set out above under the ‘Do Nothing’ option. It will also undermine the desire to bring the supply and maintenance of CCTV equipment under one contractual arrangement. Minutes: In November 2021, Cabinet considered tenders for the maintenance of the Council’s CCTV Equipment and agreed to award the contract to TYCO Fire & Integrated Solutions (UK) Limited t/a TYCO Integrated Fire & Security [TYCO) for a period of 4 years to a total value of £1,836,668.
This report sought approval to extend the contract for a period of one year as permitted under CSO 18.03. As well as, providing feedback on the contractor’s performance and discuss other considerations relating to the extension of the contract.
