Broadwater Farm Agency and Project Management Contract Award Minutes: Approval was sought for the award of Employers Agent and Project Management consultancy contract to the company identified in the exempt part of this report for the period from September 2024 to 2031. This contract award was sought so that the council could continue and complete the Broadwater Farm New Homes Programme and procure a contractor to build the homes. For the public record, the Cabinet asked whether a decision had been made as to who had oversight of the contract’s performance. The Programme Director responded that a Senior Development Manager had oversight on all aspects of the consultancy team. Regular monitoring meetings with the Programme Director, contractors and the Senior Development Manager formed part of this oversight. He added that the consultancy recommended had been collaborating with the council for the last three years and had received very good performance reports. He added that the tender document also contained within it, expectations of the key performance outcomes. Further to considering the exempt information, The Cabinet Member for Placemaking and Local Economy, RESOLVED that pursuant to Contract Standing Order 9.07.1 (d) and CSO 16.02 to approvethe award of Employers Agent and Project Management consultancy contract to the company identified in the exempt part of this report from September 2024 to 2031.
Reasons for decision To build new homes on the Broadwater Farm estate the Council sought a qualified consultant to provide Project Manager and Employers Agent services. The appointed role was to function as Employers Agent and Project Manager. The council was unable to progress the new homes scheme without this appointment. The chosen consultant will provide a range of services, including:
Alternative options considered. The council could not conduct this work in-house as it did not have the technical expertise or resources. The option to leave the work undone was not considered by the team, as the council had committed to residents to deliver new homes and improvements to Broadwater Farm.
