Area Forum

*Ward Councillors will be available from 6.00pm until 6.30pm to discuss individual issues of concern to local residents.

 

1a) The role and ways to expand performing arts and the positive benefits it has in our local area especially as children, younger and older people can be involved promoting creativity, health,  friendship and positive activities – proposed by a resident.[6.35pm]

 

There will be representatives from Jackson’s Lane, Haringey Shed and Circa Nova talking about their work in the community.

 

1b) Update on community safety priorities [7.05pm]

 

Update from the Police about the local operations taking place to take forward the community safety priorities in the West Green and Bruce Grove area plan. Also news on the dispersal zone in Bruce Grove.

 

1c) West Green Community First Panel [7.25pm]

 

Chair of the West Green Community First Panel to talk about the work to support local groups with projects in the ward. 

 

1d) Update on the Tottenham Regeneration Plan and Bruce Grove Public Realm Projects [7.35pm]

 

The project director for regeneration in Tottenham will be introducing the Tottenham Regeneration Plan and will also be seeking resident’s views on the emerging proposals for improvement of the public realm at Bruce Grove.

 

1e) Development of two major public realm improvement schemes in Wood Green and Green Lanes [8.10pm]

 

Hear about and comment on, the unique opportunity to improve the public realm and economic viability of these shopping areas for the benefit of residents, businesses and visitors. Priority will be given to improve the attractiveness and accessibility of the locations, with particular emphasis on cycling, walking and road safety

 

1f) Council Tax benefit reforms [8.30pm]

 

The Assistant Head of Benefits and Local Taxation will seek resident’s opinions on the proposed rule changes to council tax benefit as part of the consultation process.

Declarations of Interest

A member with a disclosable pecuniary interest or a prejudicial interest in a matter who attends a meeting of the authority at which the matter is considered:

(i) must disclose the interest at the start of the meeting or when the interest becomes apparent, and

 (ii) may not participate in any discussion or vote on the matter and must withdraw from the meeting room.

A member who discloses at a meeting a disclosable pecuniary interest which is not registered in the Members’ Register of Interests or the subject of a pending notification must notify the Monitoring Officer of the interest within 28 days of the disclosure.

 

Disclosable pecuniary interests, personal interests and prejudicial interest are defined at Paragraphs 5-7 and Appendix A of the Members’ Code of Conduct.

To consider and agree the minutes of the Area Committee  meeting held on the 21 June 2012.

Minutes:

 The minutes of the 21 June 2012 were approved as an accurate record.

 

Matters arising

 

 Disappointment was expressed on the  lack of urgency from Traffic Management team to arrange a walkabout in Philip Lane and its surrounding roads.  Zoe Robertson agreed to look into this matter and it was further agreed that there be a report back to the next area committee meeting the outcome  of this walkabout.

 

 Higham road and Sirdar road had both been resurfaced following the  last meeting.

The committee will consider an update on the actions connected with the priorities listed in the Area  Plan.

Minutes:

The Committee were asked to consider the Area Plan which contained updates on activities in connection with the  priorities for the West Green and Bruce Grove Area  for the month of September.  Following any further comments the Area Plan would be published on the website.

 

 In relation to item 2, Broadwater Farm Shops/Facilities& Amenities, there had been a meeting between Cllr Ejiofor and Phil Harris to discuss this priority and it was agreed that the outcome of this meeting be added to the update column.

 

With regards to ,Item 3, Community Capacity Building, local Groups to be trained in how to navigate licensing and planning procedures, dates in December and January had been identified for this training session. The Committee agreed, on Cllr McNamara’s advice,  to run this as a pilot training session, and  only invite two or three resident groups from the area, before then making it open to a wider audience.

 

Community Safety Priorities - Agreed that appendices be added to the plan with information about the new Safer Neighbourhood’s Team structure and the new reporting lines.  It would also be useful to add information about the local groups that the SNT consult with.

 

Agreed   that information from the presentation by Anne Lippitt on Tottenham Regeneration and improvements to Bruce Grove be added to the Area Plan.

 

Agreed that Frontline services check the progress on plans to establish a crèche at 639 High Road.

 

Agreed to add an Action  to the Area Plan relating to the refurbishment of   Downhills Park Children’s Play area. This could be  as part of item 6 (Health) or item 8 (Parks and Green Spaces)

 

Agreed to reword Item 7, Housing, crackdown on rogue landlord exploiting families and minimum standard, to include the latest update provided by Steve Russell on the HMO licensing scheme planned for Tottenham.

 

Item 7 Housing,  the surroundings  of Langham Close and Millicent  Fawcett Close were identified by the Committee to  invite crime . They requested  that these areas are  listed in the plan  separately with activities added  that will have the  purpose  of “designing out crime”  at these locations. However, It was unclear whether Langham Close was council land or not and it was recommended that Frontline services  firstly clarify the land owner for this area.  Once this information was obtained,  allocating responsibility for adding safety features to this area  such as improved lighting could be taken forward.

 

 

Item 8, Parks and Green Spaces,  There was external funding available for  High Roads in the borough and it was agreed to find out if West Green Road could qualify for access to this funding.

 

 

 Item 8, Parks and Open Spaces, Community Clean Ups – The Committee recommended that Frontline services consult with local groups about small scale clean up operations. It would be useful to identify the small spaces most in need of a clean up and then check with the community groups their willingness to participate in this activity.

The committee will consider an update on the items discussed at the forum and committee in June and consider the responses  provided to suggested items that did not make the meeting. The update will include information on :

  • Bruce Grove Youth Centre
  • Tottenham Regeneration pledges
  • Healthy Choices
  • Higham Road

 

 

Minutes:

The report provided information on the suggested discussion  items that had not made it onto the  meeting agenda because either there was not enough time and space at the meeting to consider them or because  a personal response from the Chair to the issues was better suited. The report also contained an update on issues discussed at previous meetings. This had been requested in the feedback questionnaires distributed at the last meeting in June.

 

The Chair was keen to raise further awareness about the Area Forum/Committee meetings, particularly on the council’s website. He requested that the promotion of the committee is included in a prominent part of the council’s website.  The Chair further wanted to utilise the available web space for area forums to provide information on activities in Bruce Grove and West Green Ward. It was agreed that the Clerk check with Paul Barnett in IT on the flexibility around the content in the web pages.
