Minutes:

Apologies for absence were received from Kevin Bartle.  Stuart Young attended in his absence.

DECLARATIONS OF INTEREST

A Member with disclosable pecuniary interest or prejudicial interest in a matter who attends a meeting of the authority at which the matter is considered:

 

(i)        Must disclose the interest at the start of the meeting or when the interest becomes apparent, and

(ii)       May not participate in any discussion or vote on the matter and must withdraw from the meeting room.

 

A Member who discloses at a meeting a disclosable pecuniary interest which is not registered in the Register of Members’ Interests or the subject of a pending notification must notify the Monitoring Officer of the interest within 28 days of the disclosure.

 

Disclosable pecuniary interests, personal interests and prejudicial interests are defined at Paragraphs 5-7 and Appendix A of the Members’ Code of Conduct.

ISSUES RAISED DURING THE FORUM

Minutes:

Dog Control Orders – Robert Curtis, Lead Tactical Enforcement Officer, LBH

 

Residents could report dog issues by calling 020 8489 1335.

 

Residents were not encouraged to approach irresponsible dog owners, but to report them using the above number.

 

Residents were also asked to report any problem areas which did not have prominent signage and this would be rectified.

 

Copies of the presentation are available on line with the minutes.

 

How Battersea Dogs & Cats Home can assist in promoting responsible dog ownership – Lance Williamson, Battersea Dogs and Cats Home

 

Battersea Dogs & Cats Home were working with young people in the community to promote responsible dog ownership.  This involved providing free micro-chipping, advice and guidance.

 

Lance was looking to provide a similar programme in Haringey in Summer/Autumn 2013.

 

Tottenham Regeneration update – Bernadette Marjoram, Assistant Director - Major Projects

 

AREA FORUM DISCUSSION

 

Bernadette provided an overview of the work that had been carried out since she had joined the authority in January 2013.

 

Part of the main focus was to look at the programme and work to engage better with local people and stakeholders to deliver these plans.  It was also important to manage expectations.

 

NOTED:

 

-     A funding package of £41m had been received.

-     639 High Road was due to open, the new purpose of the building was to provide support and advice to young businesses / entrepreneurs.  10 of the available office spaces had already been allocated.

-     Work had been carried out with the Love Lane Residents Association.

-     It was hoped that an independent Tenant and Leasehold Advisor would be appointed for a period of 1 year, and would work with residents as an advocate.

-     The team was determined to have a continued dialogue with local people, and had attended a number of Residents Association meetings.  Social media was also being used for engagement.

-     Heritage Lottery Funding had been received to improve shop frontages on Tottenham High Road.

-     A CPZ consultation for the area around the stadium was due to commence at the end of May 2013 for a period of 8 weeks.  There would be 4 drop-in sessions and pop up consultation events.

-     Bernadette hoped that now the project team had a Communications Officer, this would help to alleviate concerns from local people with regard to the lack of communication and information thus far.

-     The team was looking to establish Area Programme Boards, hopefully by Summer 2013, and produce Area Newsletters.

 

ACTION:  A resident suggested that a Tottenham Regeneration website might be useful.  Newsletters and regular information to all residents was also suggested.

 

AREA COMMITTEE DISCUSSION

 

Members raised the issue of how to effectively engage with residents with regards to disseminating information on the Tottenham Regeneration plans.  The following were suggested:

-       Use of Homes for Haringey noticeboards

-       Explore possibility of using schools (letters to parents via pupils)

-       Ward Councillors must be kept informed so that they could pass information onto residents.

Minutes:

ACTION:  Cllr Bevan raised an issue in regards to Veolia – staff were being paid overtime, and these hours could be converted into creating 16 or 24 hours per week jobs for other unemployed people in the borough.
