Note by Head of Local Democracy and Members Services Because of the need to progress the matter in advance of the next available meeting of the Committee the Director of the Children and Young Persons Service secured the approval of the amendment following consultation with the Leader under the Special Urgency arrangements set out in paragraph 18 of Section H of Part Four of the Constitution. The concurrence of the Chair of the Overview and Scrutiny Committee was also obtained.
