APOLOGIES FOR ABSENCE

Minutes:

Apologies for absence were received from Councillor Demirci who was substituted by Councillor Reid.

URGENT BUSINESS:

The Chair will consider the admission of any late items of urgent business.  (Late items will be considered under the agenda item where they appear. New items will be dealt with at item 7 below).

DECLARATIONS OF INTEREST:

A member with a personal interest in a matter who attends a meeting of the Authority at which the matter is considered must disclose to that meeting the existence and nature of that interest at the commencement of that consideration, or when the interest becomes apparent.

 

A member with a personal interest in a matter also has a prejudicial interest in that matter if the interest is one which a member of the public with knowledge of the relevant facts would reasonably regard as so significant that it is likely to prejudice the member’s judgement of the public interest.

RESOLVED

 

That the minutes of the Licensing Sub Committee ‘A’ meeting held on 21 November 2006 were approved and signed.

To consider an application for the provision of late night refreshments.

 

Minutes:

 

The Licensing Officer, Dalilah Barrett, presented the report and informed the Committee that this application was for a variation to an existing lience for the sale of alcohol on a 24 hour basis.  The Committee were advised that the Metropolitan Police had made representations and that Mr Ahmad had subsequently agreed to their recommendations.  Ms Barrett also highlighted to the Committee that representations had been received from local residents who felt that if the application were allowed would increase crime and disorder generally in the area.

 

The Chair invited Mr Ahmad, applicant, to address the Committee.  Mr Ahmad began by stating that he had carried out all the recommendations required by the Metropolitan Police.  He informed Members that the shop employed nine members of staff during the day and that he wished to provide a service to people who want food and drink during the night.

 

The Committee questioned the applicant to ascertain that the requested risk assessments and plans had been submitted to the Fire Authority.

 

RESOLVED

 

The Committee decided to grant the application in it entirety subject to the following conditions:

 

Prevention of Crime and Disorder

 

  1. The premises will not sell alcohol to under 18’s or those who are already intoxicated.
  2. 24 hour digital CCTV to be installed and made readily available to Police and Local Authority on request.
  3. Panic alarm to be installed connected to central station.
  4. At least two people working on the premises after 23:00 hours.

 

Public Safety

 

  1. The premises will abide by all Health and Safety regulations.

 

Protection of Children

 

  1. Under 18’s will not be sold alcohol.
  2. Under 16’s will not be sold tobacco.
  3. Alcohol may only be sold to individuals over the age of 18 with valid proof of identifiction with one of the following:

 

  •  A valid passport
  • A photo driving license issued in a European Union Country
  • A proof of age standard card system
  • A citizen car, supported by the Home Office
