A member with a personal interest in a matter who attends a meeting of the authority at which the matter is considered must disclose to that meeting the existence and nature of that interest at the commencement of that consideration, or when the interest becomes apparent.

A member with a personal interest in a matter also has a prejudicial interest in that matter if the interest is one which a member of the public with knowledge of the relevant facts would reasonably regard as so significant that it is likely to prejudice the member's judgment of the public interest and if this interest affects their financial position or the financial position of a person or body as described in paragraph 8 of the Code of Conduct and/or if it relates to the determining of any approval, consent, licence, permission or registration in relation to them or any person or body described in paragraph 8 of the Code of Conduct.

(Report of the Director of Adults, Culture and Community Services -  To be introduced by the Cabinet Member for Leisure, Culture and Lifelong Learning): To seek approval to inflation adjusted fees and charges incorporating Pre Business Plan Review pre-agreed efficiency savings in relation to functions/services administered by Recreation Services.?

(Report of the Director of the Children and Young People’s Service -  To be introduced by the Cabinet Member for Children and Young People): To seek approval to the proposed admission arrangements for all community nursery classes, primary and secondary schools and St Aidan’s Voluntary Controlled Primary School for the 2011/12 school year; and to approve the proposed admission arrangements for students starting sixth form study in Haringey in September 2011.

(Joint Report of the Director of Urban Environment and the Director of Adults, Culture and Community Services – To be introduced by the Leader): To seek authority to explore opportunities for a pilot programme to increase social capital in the Borough.

(Report of the Director of Urban Environment – To be introduced by the Leader): To set out a proposed Strategic Commissioning Policy a process, system and means by which the Council secures its overall policy goal of long-term, sustainable outcomes that meet the needs of our diverse customers and communities whilst providing excellent value for money for the London Borough of Haringey.

(Report of the Director of Urban Environment – To be introduced by the Leader): To seek approval to the suite of Development Management Documents (Core Strategy, Development Management, Site Allocations) that make-up the folder of Haringey’s Local Development Framework for the pre-submission consultation between 19 April and 31 May in accordance with Government regulation set out in the Planning Policy Statement 12 for preparing the Local Spatial Planning Documents.  

(Report of the Director of Urban Environment – To be introduced by the Leader): To seek approval for the Bridge New Deal for Communities (NDC) Delivery Plan for 2010/11.

(Report of the Director of Urban Environment – To be introduced by the Leader):To inform Members of the outcome of the public consultation on development options in the Greater Ashley Road area of Tottenham Hale undertaken at the end of 2009 and to recommend the option that should be taken forward.

(Report of the Director of Urban Environment – To be introduced by the Leader): To seek approval to the draft South Tottenham House Extension Design Guidance Supplementary Planning Document for the purposes of formal public consultation.

(Report of the Director of Urban Environment – To be introduced by the Cabinet Member for Enforcement and Safer Communities Housing and the Cabinet Member for Housing): To set out proposals to make Compulsory purchase Orders for 6 vacant properties as part of strategies to bring back into use residential properties that have been long term vacant and where no other course of action is appropriate or can be used.

(Report of the Director of Urban Environment – To be introduced by the Cabinet Member for Housing): To review the progress of the Single Conversation with the Homes and Communities Agency (HCA) and development of Haringey’s Local Investment Plan, towards entering into an agreement with the HCA and other relevant partners for future investment in the borough.

(Report of the Director of Urban Environment – To be introduced by the Cabinet Member for Environment and Conservation): To seek approval for the Sustainable Transport Works Plan for 2010/11 and to provide details of the Council’s progress on delivering transport investment in 2009/10.

(Report of the Director of Urban Environment – To be introduced by the Cabinet Member for Environment and Conservation): Toinform the Cabinet of the representations received during statutory notification for the introduction of the Woodside CPZ and to seek approval to proceed with the recommendations as set out in the report.

(Report of the Director of Urban Environment – To be introduced by the Cabinet Member for Environment and Conservation): To inform the Cabinet of the recent changes made to parking management in the Muswell Hill and Crouch End Town Centres, to seek endorsement of those changes and to approve changes to the Parking Services budget to take account of the reduced income. 

(Report of the Chief Financial Officer – To be introduced by the Cabinet Member for Environment and Conservation and the Cabinet Member for Resources): To seek approval to a Carbon Management Programme and the implementation of actions within the Action Plan.

(Report of the Director of Urban Environment – To be introduced by the Leader): To set out the detailed proposal for the establishment of Credit Union services in Haringey following an invitation for Credit Unions in neighbouring boroughs to submit their proposals against a brief agreed on 29 October.

(Report of the Director of Corporate Resources – To be introduced by the Cabinet Member for Resources): To report proposals received by the Council for future provision of community sports and recreation provision on these sites and consider disposal options.
