A member with a personal interest in a matter who attends a meeting of the authority at which the matter is considered must disclose to that meeting the existence and nature of that interest at the commencement of that consideration, or when the interest becomes apparent.

A member with a personal interest in a matter also has a prejudicial interest in that matter if the interest is one which a member of the public with knowledge of the relevant facts would reasonably regard as so significant that it is likely to prejudice the member's judgment of the public interest and if this interest affects their financial position or the financial position of a person or body as described in paragraph 8 of the Code of Conduct and/or if it relates to the determining of any approval, consent, licence, permission or registration in relation to them or any person or body described in paragraph 8 of the Code of Conduct.

To confirm and sign the minutes of the meetings of the Cabinet held on *28 July and 16 September 2008.

*Note by the Head of Local Democracy and Member Services – The version of the minutes confirmed by the Cabinet on 16 September were found to contain an error in the sixth paragraph of the preamble to Minute 47 - Future Accommodation for Civic and Ceremonial Functions which has been corrected in the version now submitted.

Part 4 Section G Paragraph 1.3 (vii) of the Constitution states that following endorsement by the Overview and Scrutiny Committee, final reports and recommendations will be presented to the next available Cabinet meeting. The Cabinet will note the report and request a responding report from the Chief Executive or Chief Officer and cabinet Member responsible. The request is to be available within 6 weeks of the request and will include a detailed tabulated implementation action plan.

(Joint Report of the Chief Executive and the Chief Financial Officer – To be introduced by the Leader and the Cabinet Member for Resources): To report on an exception basis financial and performance information for the year to August 2008 and to agree the budget virements in accordance with financial regulations.

(Report of the Director of Corporate Resources - To be introduced by the Cabinet Member for Resources): To report on the outcome of the feasibility project undertaken to accelerate the rationalisation and modernisation of the Council’s offices buildings’ portfolio. The second phase of the Accommodation Strategy will aid the adoption of flexible working and support the SMART working initiative. 

(Report of the Assistant Chief Executive for Policy, Performance, Partnerships and Communications  - To be introduced by the Cabinet Member for Community Cohesion and Involvement): To receive the annual report on the operation of the Council’s handling of complaints, compliments and suggestions and Members’ Enquiries.

(Report of the Director of the Children and the Young People’s Service – To be introduced by the Cabinet Member for Children and Young People): To report on the condition for future funding of youth provision that all local authorities have an agreed strategy in place for integrated youth support and targeted youth support.

(Report of the Director of Urban Environment – To be introduced by the Cabinet Member for Regeneration and Enterprise) To report on the progress of the Local Development Scheme in light of the changes to the plan making process as set out in new Government Guidance Planning Policy Statement 12 ‘Local Spatial Planning’.

(Report of the Director of Urban Environment – To be introduced by the Cabinet Member for Regeneration and Enterprise) To seek endorsement for the adoption of the SPD and its inclusion within the Haringey Local Development Framework (LDF).

(Joint Report of the Director of Adult, Culture and Community Services and the Director of Urban Environment – To be introduced by the Cabinet Member for Adult Social Care and Wellbeing): To seek approval for changes to the organisational structures associated with the technical design and project management of major disabled facilities adaptations and to establish a single surveying team for major adaptations, regardless of tenure of property.

(Report of the Director of Adult, Culture and Community Services – To be introduced by the Cabinet Member for Adult Social Care and Well Being): To inform members of the key content of the Haringey  Council Safeguarding Adults Annual Report 2007/08

(Report of the Director of Adult, Culture and Community Services – To be introduced by the Cabinet Member for Leisure, Culture and Lifelong Learning): To advise Members of the DCMS ‘Free Swimming’ grant aid programme and the related opportunities and implications for Haringey.
