(Report of the Director of Urban Environment – To be introduced by the Cabinet Member for Regeneration and Enterprise): To agree to implement charging regimes for pre-application planning advice and major application management agreements (formerly planning pre-agreements) in Haringey.

Implementing a Charging Regime for Pre-Application Planning  Advice (Director of Urban Environment - Agenda Item 13)

 

Reference was  made to discussions at recent meetings of the Planning Committee about this matter and about the possibility of imposing charges for retrospective planning applications.  We were advised that while this was possible the majority of retrospective applications were householder applications whereas the proposed charge for this service, which was in line with Government recommendations, was primarily in respect of pre-application advice to developers on schemes which might prove to be speculative. 

 

RESOLVED:

 

  1. That approval be granted to the proposal to proceed with the implementation of a formalised service for pre-application planning advice (PAPA) and a charging regime benchmarked against neighbouring local authorities.

 

  1. That approval be granted to the proposal to proceed with the implementation of Planning Performance Agreements (PPA’s) and the associated charging regime based on guidance from Government.

 

  1. That a further report be submitted to the April meeting of the Cabinet on the imposition of charges for retrospective planning applications.
