It is recommended that:
The Head of Housing Development approves awarding a contract to
Frame Projects to arrange and manage the Quality Review Panel
meeting for Station Road Temporary Accommodation Lodge, in
accordance with Contract Standing Orders (CSO) 11.01 and 11.02, for
the value of £4,100 plus VAT.
This service is required to support the Haringey Quality Review
Panel who provides independent and impartial advice on development
proposals, at the request of planning officers. The panel plays
an
advisory role in Haringey’s planning process.

Appointing Frame Projects is necessary to ensure our schemes
receive independent, expert and multidisciplinary design review, as
required by national policy. Their panel structure brings
specialist skills across architecture, urban design, engineering,
sustainability and landscape, expertise they do not hold
in-house.
Frame Projects also provides a fully managed, transparent and
conflict free process, from panel selection and briefings to site
visits and reporting. Their experience running design review panels
across London ensures each review is robust, consistent and aligned
with best practice.
Their independent reports strengthen our planning process by
offering objective, defensible advice that supports officers in
negotiations and decision making. The flexible review options
(full, intermediate, chair’s) mean we can match the level of
scrutiny to the scale and stage of each project.
Using Frame Projects ensures we meet NPPF expectations for design
quality assessment and provides a credible mechanism to demonstrate
to members, partners and the GLA that our schemes are meeting the
required standards.
The Council could opt not to appoint this
consultant; however, this decision would adversely affect and
hinder the delivery of new council homes. Attending a Quality Revie
Panel is a mandatory planning requirement for all major
projects.
