Approve an award of Contract to PZ under Contract Standing Order (CSO) 9.07.1c and 8.02.

Reasons for the decision:

Archtectural and Design Guardian services are required to design and monitor the future contractors technical design and development of the scheme in accordance with approved drawings after planning approval is provided.

Services include:
• Production Information to Planning, RIBA
Stages 1-3,

• Design guardian / monitoring Role RIBA Stages 4-7

Alternative options considered:

The Council could consider trying to appoint an architect via a framework or DPS. However, this was deemed unsuitable as the contract value was significantly below the OJEU threshold. Additionally, the firms listed on these platforms are not always appropriately sized to have an interest in such small schemes or shop conversions to residential, which could have resulted in an uncompetitive tender process and delay the programme.
