For the Head of Housing Development to approve the implementation of Contract Standing Order 11.01 and 11.02 and award a contract to Strettons Limited, to carry out Land Valuation services on the project at 505-511 Archway Road N6, at a cost of £3000+VAT.

Strettons have carried out previous land valuation work on this project for an amount totalling £3500+VAT, under an expired contract.

The total cost of work carried out by Strettons over the life of the project (including any extensions) is £6500+VAT.

Reasons for the decision:

The 505-511 Archway Road site has been designated by Haringey Council for the direct delivery of new Council homes.
Strettons Limited have previously provided Land Valuation services on this scheme, appointed in accordance with CSO 11.01 and 11.02.
Additional up-to-date information has recently been identified as required to support Land Appropriation from the Council General Fund to the HRA.
This includes a formal red book valuation to cover:
• Market Value of the land / property, on the basis that the property remains in its current use.
• Market Value of the land considering development potential for a policy compliant residential development.
• Market Value of the site considering development potential for a 100% affordable residential development.

Strettons have existing knowledge of the particulars of the project and are therefore well placed to carry out the additional required Land Valuation Services, within the tight timescales required.

Alternative options considered:

The Council could run a competitive tender to identify a consultant for these services. This option would mean that any new consultant appointed would have none of the required background information on the scheme, meaning the project would likely incur additional cost and delay.
The Council could decide not to appoint this consultant or to commission further Land Valuation services, however this would likely delay or prejudice the Land Appropriation process, potentially hindering the delivery of new council homes.
