Is Key decision?: No

Is subject to call in?: No

Decision:

For the Corporate Director of Finance and Resources to approve an award of contract to HTR Construction and Roofing Limited in the sum of £296,346.40 which includes a 10% contingency of £26,940.58 to undertake the Health and Safety works at Wood Green Library pursuant to Contract Standing Orders 8, 12.02 and 2.05.1n.

Approval, pursuant to Contract Standing Order 16.04, where the provision of works, goods or services under a Contract is required to commence prior to the issuance and execution of a formal Contract, a Director, if satisfied that it is in the Council’s best interest in the particular circumstances, may approve issuance of a Letter of Intent pending the issuance and execution of a formal Contract. However, the maximum cover afforded by any Letter of Intent shall not exceed £100,000 or 10% of the total Contract price, whichever is the higher value.

Reasons for the decision:

Wood Green Library requires urgent Health and Safety works to address concerns relating to the building services along with some improvement to the internal fabric.

The award to HTR Construction and Roofing Limited is following a competitive mini tender though the Haringey Dynamic Purchasing System.

The evaluation of the submission was undertaken on a quality (60%) and costs (40%) basis, in accordance with standard practice. The submission from HTR Construction and Roofing Limited was considered to be the most advantageous tender to Haringey

Alternative options considered:

Do nothing - This is not an option as the building requires some improvements to ensure Haringey meets its Health and Safety responsibilities. Haringey Council have a statutory duty under the Public Libraries and Museums Act 1964 to promote the improvement of the public library service, and to provide a comprehensive and efficient library service for all persons for all those who live, work or study in the area (section 7).

Alternative Frameworks – Use of the LCP Major Works Framework was discounted as this framework is not available for works below £1m
