Approves the implementation of Contract
Standing Order 2.05.1 (n), 11.11.01, 11.02 and 10.10.01 and award a
contract for AVR services for the Mallard Place project for a fee
of £10,280 (excluding VAT).
The award Blackpoint Design will ensure
delivery of design and development of Mallard Place, to get
planning drawings ready by November 2025 Submitting a planning
application in November 2025, will be crucial in helping to achieve
Haringey’s commitment to build 3000 Council homes by 2031. If
Blackpoint Design aren’t appointed there is a large risk that
Haringey will not be able to claim substantial grant funding of
£39m under the Affordable Homes Programme 2021-2026, which
will greatly affect the viability of delivering the scheme and the
Council meeting it’s target of 3000 Council Homes by
2031.
The Council could decide not to procure these
services. This option is not recommended as it would impact the
delivery timescales of design, a future planning submission and
grant claim by March 2026. If the March 2026 date is not achieved,
this would ultimately impact the Council’s Housing Delivery
programme aspirations of providing much-needed new Council homes,
with 150 homes not delivered.
