Approve an award of contract to Rodney Melville & Partners Limited to deliver services from RIBA stages 0-6 at Bruce Castle Museum Phase 2 Condition Works, pursuant to Contract Standing Orders 8, 12.02 and 2.05.1.

Reasons for the decision:


Bruce Castle Museum is in need works to address condition issues with the building fabric and the Building Services which in the long term will reduce the amount of reactive maintenance undertaken, whilst also looking to reduce the operational energy usage of the building. A Heritage focused Architect led multi-disciplinary team is required to identify condition works to produce a robust feasibility study before progressing the design and through to construction.

The award to Rodney Melville & Partners Limited is following a competitive mini tender though the Haringey Dynamic Purchasing System.

The evaluation of the submission was undertaken on a quality (60%) and costs (40%) basis, in accordance with standard practice. The submission from Rodney Melville & Partners Limited achieved a high-quality score and was considered to be the most economically advantageous tender to Haringey.

Alternative options considered:


Do nothing - This is not an option as the building experiences leaks and requires investment to renew the roof, building fabric and upgrade the building services. The building has a statutory obligation housing the borough archives and information, as well as housing a local museum and gallery.

Delivering the role in-house was considered, however there is currently no resource within the Council that has the capacity along with the necessary experience, qualifications and expertise to deliver this service.

The use of alternative frameworks was discounted due to the number of suitable pre-qualified suppliers in the DPS system.
