To waive CSO 8.03 as allowed under CSO 10.01.2 d ii for the single award appointment of Markides Associates at the quoted price of £11,000, to carry out Transport Consultant services up to RIBA Stage 3 - to include Stage 1 Road Safety Audit and associated dialogue with TFL, Travel Plan as well as post planning monitoring work on the scheme known as 505 Archway Road.
Award of Contract under Contract Standing Order (CSO) 9.07.1c.

Markides Associates have previously provided Transport Consultant services on this scheme, prior to project being put on hold during 2023-2024, appointed in-line with CSO 8.02.
Markides Associates therefore have existing knowledge of the particulars of the project and are well placed to carry out the revised scope outlined to complete the required Transport Consultant Services up to planning and RIBA Stage 3, within the timescales required.

The Council could run a competitive tender to identify a consultant for these services. This option would mean that any new consultant appointed would have none of the required background information on the scheme, meaning the project would incur further cost and delay to the planning submission and any subsequent tender process, with potential risk in achieving GLA grant funding which requires the scheme to Start on Site by March 2026.

The Council could decide not to commission further Transport Consultant services up to planning and RIBA Stage 3, however this would very likely prejudice the planning process, given that we have received clear guidance on the required scope of the Transport Consultant input required from LBH Transport colleagues, which outlines that the project will now need to include Stage 1 Road Safety Audit and associated dialogue with TFL, Travel Plan as well as post planning monitoring work.
