Decision:

For the Head of Programme Management – Regeneration & Economic Development to approve the waiver of CSO 8.03, the requirement to obtain competitive quotes as allowed under CSO 10.01.1(b) and award a contract to Gerald Jones to provide Project Management services on UFI VocTech ‘Central London Transferable Skills App’ being led and delivered by Haringey Learns up to the sum of £15,000 in accordance with CSO 9.07.1(c).

Reasons for the decision:

Resource is required to support the development and delivery of the Central London Transferable Skills App (5 Cs App) project. A funding offer has been made by UFI VocTech and in order to deliver the milestones, deliver the project and meet funding requirements, project management resource is required. Gerald Jones developed the bid to secure funding for the project, and commenced dialogue with Haringey digital services to support delivery of the project. He has network connections with other participating boroughs.

Alternative options considered:

Do not award the contract: this means that Haringey would need to tender such services, and therefore spend more resources (time and money).

Tender and award to a different consultancy: The timescale for the project is limited, and going out to tender would require a steep learning curve for another consultant to fully understand the brief and be in a position to deliver against milestone plan. Gerald Jones had already developed the proposal and project and milestone plan and by awarding him this contract would be able to deliver from day 1, without the need for induction or onboarding, a new consultant would need to be inducted in processes and relationships internally and externally.
