Decision:

The Head of Housing Development approves awarding a contract to Silver DCC, in accordance with CSO 8.08 and 9.07.1c, for the amount of £82,161.69 + VAT. This contract is for multi-disciplinary consultant services as the Employer’s Agent (EA) and Quantity Surveyor (QS) for the delivery of affordable homes at the Kings Road N17 Car Park development.

Reasons for the decision:

The Kings Road (N17) Car Park site has been designated by Haringey Council for the direct delivery of new Council homes. The project requires a multi-disciplinary consultancy to manage the site from RIBA Stage 1 to 3.

Alternative options considered:

One option considered was to appoint an Employer’s Agent and Quantity Surveyor separately to manage the Kings Road development. However, this option was discounted due to the lower construction value of the scheme. Consequently, these services were packaged together to encourage a more competitive tendering process. This approach has enabled the Council to engage with a multi-disciplinary consultancy that has extensive experience in providing these services for schemes of this size.

Another option considered was to appoint a multi-disciplinary consultancy via a framework. However, this was deemed unsuitable as the contract value was significantly below the OJEU threshold. Additionally, the multi-disciplinary firms listed on these frameworks are not always appropriately sized to have an interest in these small site schemes, which would have resulted in an uncompetitive tender process.

The final option considered was not to award this appointment at all. This would not support the delivery of the Council’s Housing Delivery programme.
