To award a contract to Jay Construction Consultancy for In Situ Project Commercial and Contract Management Resources for up to an award value of £124,800.00 as allowed under contract standing order (CSO) 9.07.1.c.

The Major Projects Delivery Team provide the Council with construction related project management expertise across a variety of education, adult healthcare, corporate and public realm projects. The Councils review of capital investments both those commissioned in in pipeline is ongoing. Whilst this review takes place, our permanent recruitment drive into the Major Projects Delivery Team is paused creating a greater level of flexibility needed to support current work-load demands. The interim contracted resource is anticipated to be required for 3 to 5 days per week dependent on present and future work demands and wider council restructure of capital delivery teams.

Do Nothing – An inability to recruit will result in failure to meet our obligation to support delivery of Client business needs and the Councils Corporate Priorities. We have previously recruited this resource via Matrix / HAY’s Recruitment Consultancy on both part time and full time basis. Success in seeking, retaining and appointing sufficiently skilled and experienced Project Contract and Commercial Managers has been problematic. Based on previous experience we anticipate recruiting to this position maybe problematic and in addition we presently do not have sufficient work demand information to confirm the need to recruit to the position on a full time basis. We anticipate receiving this information at the introduction of a corporate property model in April 2025 or shortly thereafter. In order to maintain

business continuity, we need to appoint an interim contracted consultant resource to support the delivery of our portfolio of projects delivery. This procurement was undertaken on a competitive basis via the Councils Dynamic Purchasing System.
