It is recommended that the AD for Housing approves an award of contract to the value of £142,350 to Altair Advisory and Consultancy Services Ltd for a period of 73 weeks.

Reasons for the decision:

This appointment continues to be required as the current Programme Team is at full capacity. There are long term plans for the growth of the Programme team however, these long-term growth plans are being dealt with as part of a wider re-structure of the Housing Delivery Team which is ongoing in the background. There is a continued need for temporary resource to plug this gap in the programme team, focusing on the programme grant funding requirements, reporting of key performance metrics and nurturing the relationship and to the GLA.

Alternative options considered:

An alternative option is to appoint permanently to the role, but this cannot be considered as this route is already being reviewed as part of a wider team, long term, re-structure and the timescales attached to this option are not suitable to the urgent needs of the Programme.
Another option would be to appoint someone else working in the Housing Delivery team. However, no-one in the team has the relevant grant funding programme experience essential to deliver this role. As part of housing delivery’s re-structure, the intention is to grow the programme management function and the intention will be to have new permanent roles in the team at different levels that internal employees could chose to apply for, one being this role
