Decision:

It is recommended that the Assistant Director of Housing approves a waiver by waiving off CSO 8.03 and an approval of the waiver and award in accordance with CSO’s 10.01.1b and 9.07.1 c), CSO 10.01.2 d) (ii) (iii) and award a contract for Planning Consultancy services for the Mallard Place project to Iceni to RIBA Stage 3 for a fee of £62,750 + VAT

Reasons for the decision:

The direct award of Iceni to RIBA Stage 3 will ensure a timely delivery of design and development of Mallard Place to be able to claim GLA SOS grant by March 2026. Iceni have an excellent and detailed knowledge of the project and Haringey requirements having been Planning Consultant on Haringey Council’s Ashley Road Depot site.
Iceni were appointed to lead the planning application on this Council led regeneration at Ashley Road, Tottenham Hale. Iceni have also worked on Caxton Square, Wood Green which received planning approval, so Iceni have a good local knowledge of the planning requirements for a successful new build housing planning application in Wood Green specifically.
Iceni have a good working relationship with Planner’s at Haringey from past experience as well as a great working relationship with the GLA, who they meet regularly to discuss referrable schemes. Therefore, appointing Iceni will be crucial in helping to achieve Haringey’s commitment to build 3000 Council homes by 2031, with Levitt Bernstein’s initial feasibility indicating that 168 homes can be delivered on the sites Block D and Mallard Place. Their wealth of experience and good relationship with Planning at a local and GLA levels will help us deliver a successful planning submission in 2025 and achieve a March 2026 deadline for a SOS grant claim of up to £42,000,000

Alternative options considered:

The Council could decide not to procure these services or direct award this contract to Iceni. This option is not recommended as it would impact the delivery timescales of design, a future planning submission and award of build contract by March 2026. If the March 2026 date is not achieved, this would ultimately impact the Council’s Housing Delivery programme aspirations of providing much-needed new Council homes, with potentially 168 homes not delivered.
