Give approval to procure GHD under the terms of the Ealing Framework as per Contract Standing Order (CSO) 7.01b.



The contract value is £245,609.76 excl. VAT (including all fees and costs) and will be funded by LBH Capital Funding from Scheme ref 457 (Future High Streets Fund).

A mini-competition was undertaken between the three companies on the Ealing Framework. Three compliant bids were received. They were evaluated on Quality (60%) and Price (40%). The scores are below. GHD scored highest on Quality, demonstrating an understanding of the brief, a competent team to deliver and a robust programme and risk management and Quality Management process. GHD’s submission was considered the best value for the Council.

The following options were considered:



Option 1 – Do nothing. Do not appoint a contractor to undertake this work.

The Council has committed to this project and does not have the resources to undertake the work in-house. This option was ruled out.



Option 2 – Use an existing Framework with suitable companies with the skills to deliver

3 quotes were obtained via the Ealing Framework. The Evaluation demonstrated a submission that was considered best value. This option is recommended.



Option 3 – Undertake a full competitive tender through the DPS

An existing Framework of suitable companies exists and procurement rules state that frameworks should be considered in the first instance. As a result, this option was ruled out.
