For the Assistant Director of Capital Projects and Property to approve a variation of contract to Network Rail by £22,000 varying the contract sum from £69,679.60 to £91,679.60 as allowed under Haringey’s Contract Standing Orders 10.02.1a

Reasons for the decision:



The delivery of the project requires the Council to secure technical approvals as part of the BAPA which is in place. Due to project delays the fees agreed with Network Rail to review the technical submission and monitor construction works on site have reached their limit and further prolongation fees are due.
In addition to this as part of the refurbishment works technical approvals are needed to ensure that designs and any works which are to be completed on or near a Network Rail structure meet with their performance and quality standards. Technical approvals to install a fence on completion of the works on Network Rail land not included in the original scope of work are required so safe access can be provided to maintain and clean the building once it is operational. Technical approvals for the fence are also needed as part of the legal discussions to secure a lease/easement agreement for access onto Network Rail land.

Alternative options considered:



Not obtaining the required Network Rail technical approvals will prevent the boundary fence being installed and access onto Network Rail land to complete regular maintenance and cleaning of BGPC. Completing maintenance from within the Councils land was also considered. However, this was discounted as not all area of the curtain walling and glazing can be safely reached.
