In accordance with CSO 9.07.1, for the Head of Programme Management – Regeneration and Economic Development, to approve a contract award for the appointment Blue Sky Building Ltd, for the provision of construction and tender review services up to a value of £8,312+ VAT, including 25% contingency.

Reasons for the decision:

A draft RIBA Stage 4 (detailed) construction design drawing and information pack has been prepared by the design team, led by Levitt Bernstein (architects). Prior to finalisation and preparation of a tender pack for issue to the market, it is prudent for an independent third party construction specialist to undertake a ‘buildability’ review to ensure an Invitation To Tender that: obviates any ‘obvious’ design/construction risks; identifies potential economies; reduces the need for clarifications during tender; make sense to the market; and can be unambiguously priced by tenderers. The review will also consider the draft Employers’ Requirements, construction logistics plan, and construction programme and seek to optimise all three. In so doing the intent is to reduce design, tender, construction, programme, and cost risk to the council as client.

Option 1 ‘Do Nothing’

This option was rejected. By undertaking a buildability review the intent is to reduce design, tender, construction, programme, and cost risk to the council. To not do so would be to accept a higher level of risk than is necessary or prudent.
