For the Delivery Manager, Major Projects, under delegated powers assigned by the Assistant Director Capital Projects & Property, to approve a variation of contract to John Rowan & Partners Limited

Reasons for the decision:

John Rowan & Partners Limited were appointed following a competitive tender exercise via the DPS on an interim basis as Quantity Surveying / Claim Surveyor Resource to carry out the following services:

1. Assess and validate contractor and consultant claims, negotiate, and agree settlements.
2. Assist with the review of professional consultants’ fees, claims and disputes.
3. Assist with the preparation of the standard template drafts for the required JCT 2016 contract suites.
4. Assist with the review and updating of the London Borough of Haringey’s QA and Policy documentation in line with current regulations, legislation and RIBA Plan of Work 2013 Stages.
5. Assist with the preparation and updating of the standstill, outcome and contract award letters.
6. Assist in drafting contractual claims or dispute letters.
7. Strategic Cost Advice

9. Pre-Contract Cost Control
10. Tender and Contractual Documentation
11. Post-Contract Cost Control
There is a need to vary the contract whilst a new tender exercise is undertaken.

Alternative options considered:

Do nothing – would result in Major Projects Team’s failure to provide specialist consultancy support across capital projects which would expose the council to excessive risk.

Delivering the role in-house was considered, however there is currently no resource within the Council that has the capacity along with the necessary experience, qualifications and expertise to deliver this service.
