Pursuant to CSO 17.03 and 9.07.1c the
Assistant Director of Regeneration and Economic Development is
recommended to:
Approve the award of £157,000 GLA Green and Resilient Spaces
Grant funding to Living Under One Sun to support the delivery of
the Down Lane Park Improvement Programme (DLPIP) and proceed to
signing of the Funding Agreement (28.04.2023 – 31.03.2025),
as per Appendix 1.
Complying with the Terms of the GLA Funding
Agreement to defray £157,000 to Living Under One Sun to
deliver engagement and community-led activities.
The Green and Resilient Spaces funding for this project is a major
investment by the Mayor of London in Down Lane Park and the
Tottenham Hale neighbourhood as a whole. The fund supports
large-scale, ambitious projects that future-proof the capital from
the climate emergency and the programme was awarded the highest
possible grant of £750,000.
This funding will unlock a range of deliverables alongside a
package of community development activities to be delivered by the
Council’s community partner, Living Under One Sun (LUOS) with
a total funding allocation of £157,000.
LUOS was a named partner on the Green and Resilient Spaces funding
bid, building on a Memorandum of Understanding between the parties,
dated 1st July 2021.
Progressing in accordance with prior decisions
The principle of defraying a portion of the GRS grant funding to
Living Under One Sun was established in the July 2023 Cabinet
papers and subsequent Delegated Authority Report to enter Funding
Agreement with the GLA. This decision completes the approvals
required to ensure a mechanism is in place to make payments of this
external funding to LUOS.
‘Do Nothing’
This is not recommended as it would fail to deliver the
£157,000 of the £750,000 Mayor of London grant funding
for Down Lane Park Improvement Programme (DLPIP) allocated to
delivery of engagement and community-led activities to support the
park improvement programme. The principle of this grant funding has
been accepted through prior decisions. This would not be in keeping
with the terms of the Funding Agreement between the Council and the
Mayor of London and would prevent the project from realising the
full potential to transform the park and the community’s
relationship with the park.
Accept the Funding
This is the recommendation of this report. To agree to enter into
an agreement with LUOS to defray grant funding and set out terms
and conditions on which the grant is made by the Council, in its
capacity as ‘Funder’, to LUOS, the
‘Recipient’.
