Decision:

Under Contract Standing Order (CSO) 9.07.1, to appoint Night Time Economy Solutions (NTES) to deliver a pilot Business Crime Reduction Partnership (BCRP) support and intervention for businesses at West Green Road. Project cost £9,995.

Reasons for the decision:

Following a competitive tender exercise for three quotes, NTES were appointed to deliver a feasibility study of a BCRP for Tottenham and pilot a scheme in Bruce Grove, having scored highest in the tender exercise.



During this programme, it has become apparent that further support is required for West Green Road, where business owners are reporting an increase in Anti-Social Behaviour, robbery, violence towards women and girls, and drug selling. Through a series of 121 interviews with the traders, as well as at various trader group meetings, they have made it clear to the Council that their key priority is for support around crime (and the perception of crime) within their street.



Our intervention would enable affected businesses to manage incidents of crime by reporting issues via a DISC app, as well as the programme to have on the ground support for two days per week. In addition, it would formally encourage police participation, and ensure that there is a free-flowing of intelligence.



Given there is currently an existing wider programme, the outcomes from this commission would be reflected in the Economic Development team’s existing programme, where there is a feasibility study to be delivered in January that will determine the best future delivery model for an overall Tottenham programme.

Alternative options considered:

1) Do Nothing – would not help tackle known priority issues of ASB in Tottenham, including businesses’ perception of rising crime, post-pandemic, and would not support businesses during the cost-of-living crisis or to retain them longer-term.



2) Engage another supplier to deliver the service for Tottenham. NTES were successful in a competitive tender exercise, presenting best value for money. Therefore, it is a natural outcome to deliver a commission that can feed into a wider existing programme.
