For the Head of Programme Management to
approve the variation of the Contract for QS/EA services with
Bristow Consulting to include Network Rail engagement and form
submissions and a construction management plan, as allowed under
the Council’s Standing Orders (CSO) 10.02.1(a).
The value of the variation is £28,360 (+VAT) bringing the
total value of the contract to £85,021 (+VAT).
This contract extension is required to
ensure
that Network Rail engagement and form
submissions progress in line with programme,
and to discharge a planning condition relating to
construction management.
Option 1

Not to extend the contract and
carry out a new procurement exercise
through the DPS:the programme would not meet the deadlines applied
by the Greater London Authority and the Ministry of Housing,
Community and Local Government. A new procurement exercise would
also mean that the extensive site and technical knowledge of the
proposals developed by Bristow Consulting at
earlier stages would not be available. Given the
highly challenging nature of the project, this would risk its
deliverability and quality outputs.
Option 2
-
Not to appoint a Network Rail Interface and use an in house project
manager instead: the project is highly complex, located adjacent to
a Network Rail embankment and TFL red route. Bristow Consulting
provide the required specialist skills and expertise to
deliver the requirements set out by Network
Rail.
