Waiver of Contract Standing Order (CSO)
10.01.2 D and, in accordance with CSO 9.06.1 C, contract award to
Wheely Tots for the ‘Delivery of Positive Activities for
Young People’ project across Broadwater Farm and
Northumberland Park as part of the socio-economic regeneration
programme.
A contract was awarded to Wheely Tots on the
12th September 2019 to deliver the ‘Delivery of Positive
Activities for Young People’ project.
A new contract is now required under waiver of CSOs for an
additional £21,667 in order for the work to continue
uninterrupted for eight months while a procurement exercise is
undertaken to seek a provider to complete the project for which the
Council has a total budget of £130,000.
This unique and bespoke programme was designed for Broadwater Farm
and Northumberland Park specifically to build on the priorities
identified through data analysis and Community Voting Days and in
line with resident priorities. The focus for this phase of the
socio-economic programme is:
o Employment and Skills Support.
o Positive Activities for young people.
Wheely Tots has a strong track record in delivery in these areas
and works with families to deliver social integration within a
complex environment. They will work with young people utilising
cycling as a tool to achieve the wider outcomes for the young
people, the Council and the local community.
The Council could decide not to appoint the
Wheely Tots, however, there are no other organisations who could
provide these services immediately, and the Wheely Tots provided a
compelling proposal and have a strong track record and experience
of working with residents in these specific areas.
This work cannot be delivered using existing officer
resource.
The Council could decide not to proceed with the project of the
Positive Activity for young people, the Your Bike Project would be
withdrawn from the programme of projects at BWF and NP, however
this would cause a gap in services for young people and would not
deliver against one of the two key, agreed priorities for the
socio-economic programme.
