In accordance with CSO 8.01 and 8.02, the Head
of Programme Management is requested to approve under their
delegated authority, the appointment of Local Data Company (LDC) to
undertake a package of work to create and provide Haringey Council
with Comparable Location Analysis data, and town centre bespoke
boundary mapping.
The Council already has access to LDC’s online data portal.
LDC will create bespoke town centre boundaries to enable the
council to create reports for each town centre. LDC will also
update their portal with these bespoke, accurate town centre
boundaries. For each town centre, LDC will also identify comparable
town centre locations for each town centres to be benchmarked
against. This will enable town centre health check comparisons as
well as retail and leisure gap analysis.
The total cost for this package of works is £3,170.
Following three competitive quotes a contract
was awarded to Local Data Company for the installation of footfall
devices at locations selected by LBH (Tottenham and Crouch End);
access to footfall data and location insights through their online
platform; and quarterly reporting to summarise footfall data for
each sensor including daily, weekly, monthly, and annual footfall
averages.
It has become apparent since the award of the contract that for a
modest cost there is an opportunity to provide Comparable Location
Analysis data for each of the main town centres and high streets in
the borough. These locations can then be used for Haringey to
undertake critical benchmarking analysis including town centre
health check comparisons as well as retail and leisure gap
analysis. This can feed into the emerging Local Plan and Economic
Development Strategy.
Do nothing
By doing nothing, the council would miss out on important analysis
and data that will form the various interventions and support
packages required as our high streets and town centres recover from
the impact of the Covid-19 pandemic.
Appoint a different contractor
This was not a feasible option as by appointing a different
contractor, the council would lose the continuity of the work
already undertaken and the benefit of already having access to the
LCD online platform.
