A contract was awarded to Wheely Tots on the
12th September 2019 to deliver the ‘Delivery of Positive
Activities for Young People’ project.
An extension is now required for an additional £21,666 in
order for the work to continue uninterrupted while a procurement
exercise is completed to seek a provider to complete the project
for which the Council has a total budget of £130,000. The
extension amount equates to 50% of the first year’s contract
value of £43,333 that is £21,666.
The original contract award was made as a
result of a waiver of Contract Standing Order (CSO) 8.03
(requirement to obtain at least three competitive quotations) as
allowed under CSO 10.01.2 D; and, in accordance with CSO 9.06.1
C.
The request is to vary this award by way of an extension to
increase the value to £64,999 is for the following
reasons:
This is unique and bespoke programme designed specifically to build
on the priorities identified through our data analysis and
Community Voting Day and in line with resident priorities, our
focus for phase 2 was:
o Employment and Skills Support.
o Positive Activities for young people.
Wheely Tots has a strong track record in delivery and works with
families to deliver social integration within a complex
environment, they will work with young people utilising cycling as
a tool to achieve the wider outcomes for the young people, the
Council and the local community.
The Council could decide not to appoint the
Wheely Tots however as outlined above there are no other
organisations who could provide this services immediately, the
Wheely Tots provided a compelling proposal, this coupled with their
track record in the borough gives the Council confidence that this
funding will be well spent.
The Council could dispense of the Positive Activity for young
people funding, Your Bike Project would be withdrawn from the
programme of projects at BWF and NP, this could cause a gap in
services for young people.
