& Economic Development to:
1. Approve appointment of Office S&M for the provision of
multi-disciplinary design services (RIBA Stages 0-6) towards
delivery of public realm improvement projects in Bruce Grove Town
Centre.
2. The value of the contract is £60,375 (+VAT)
On 2nd April 2019, Haringey Council entered into agreement with the
Greater London Authority (GLA) to deliver a series of projects
along Tottenham High Road, collectively known as
‘Enterprising Tottenham High Road’ (ETHR). Pride in the
High Road (PiTHR) is one of the six ‘ETHR’ projects,
fully funded by the GLA.
Appointment of Office S&M will enable the Council to deliver a
range of wayfinding and mini public realm improvements in Bruce
Grove. Aimed at developing an identity for Bruce Grove town centre,
the project focuses on a community led approach to regeneration
through co-design and co-delivery with local residents and
community groups.
A significant element of this project is not what is being
delivered, but the process of delivery - establishing an approach
to local commissioning, which maximises social value and supports
the Council’s community wealth building agenda. The
appointment of Office S&M will achieve this by linking local
artists with residents, young people, hard to reach groups and
businesses; to co-design and deliver public realm
interventions.
PiTHR will support and commission locally based creative/cultural
organisations to deliver public realm interventions. Appointing
Office S&M will complement the Council’s existing work
under the Creative Enterprise Zones, specifically the Made by
Tottenham Website and Business Directory – an online
repository of local artists.
Appointment of Office S&M will support the Council to deliver
wider aspirations outlined in the Tottenham High Road Strategy
– specifically in reference to events, management of public
space and measures to improve the perception of Bruce Grove town
centre.
Not to proceed with this commission would
cause serious delay towards the delivery of Pride in the High Road
and carry significant financial risk to the Council in terms of
final grant award from funders - the GLA.
